The Costa Rican Foreign Trade Promotion Agency (PROCOMER) recently led a trade mission to Silicon Valley and San Francisco to strengthen relationships with global tech leaders and promote Costa Rica as a strategic destination for high-value investment.
Strengthening business ties in California
From May 13 to 15, PROCOMER held meetings with technology companies, potential investors, and firms already operating in Costa Rica. These encounters focused on reinforcing business relationships, exploring expansion opportunities, and presenting Costa Rica’s robust ecosystem in sectors such as digital technologies, corporate services, data analytics, and artificial intelligence.
“This mission was part of a clear agenda: to attract investment, strengthen relationships with leading companies, and position the country as a high-value destination for businesses seeking talent, legal certainty, and stability,” said Mónica Umaña, Foreign Direct Investment Director at PROCOMER.

Costa Rica’s strategic value for tech expansion
Costa Rica has emerged as a reliable partner for global tech operations, thanks to its political stability, skilled talent pool, and sustainable growth model. PROCOMER’s outreach in California is aligned with its broader strategy to connect the country with competitive and innovative environments.
The mission targeted the heart of the global innovation landscape, Silicon Valley, home to industry giants like Apple, Google, and Meta, as well as a dense concentration of high-growth startups and venture capital activity.
Services sector: a pillar of the national economy
Costa Rica’s services sector played a key role in the mission’s message. In 2024, it generated $16.1 billion in exports, nearly half of the country’s total, and provided employment to over 119,000 people. Within this sector, information technology, business services, and financial services have led the way, showcasing Costa Rica’s capacity to support complex, high-value operations.
This data reinforces the country’s appeal to international companies seeking scalable solutions in shared services, software development, and data-driven decision-making.
Continued efforts across the U.S. market
Beyond the California trade mission, PROCOMER has also strengthened its presence in other strategic U.S. markets. This includes its recent participation in the Shared Services and Outsourcing Week (SSOW) in Florida, further underlining its commitment to aligning Costa Rica with fast-evolving global industries.
These efforts are part of a broader push to generate quality employment, foster innovation, and position Costa Rica as a relevant hub for global investment in high-tech sectors.
