Government of Belize and IDB Present New Digital Infrastructure Roadmap
Belize presents its National Digital Infrastructure Plan with IDB support, aiming to boost connectivity, modernize public services, and advance digital transformation.
Belize has taken a significant step in its digital evolution with the introduction of the National Digital Infrastructure Plan, a roadmap designed to strengthen the country’s digital backbone and modernize essential services.
Government and IDB Present a Comprehensive Digital Blueprint
The Government of Belize, through the Ministry of Public Utilities, Energy and Logistics, the Ministry of E-Governance (MoEG), and the Inter-American Development Bank (IDB), officially presented the Plan during a high-level workshop that gathered government officials, IDB representatives, technical experts, and stakeholders from across the country.
The initiative forms part of the RG-T4494 Regional Digital Connectivity Integration Project for the Caribbean, which aims to improve connectivity, enhance public services, and boost competitiveness throughout the region.

During the event, Dr. Leroy Almendarez, CEO of the Ministry of Public Utilities, Energy & Logistics, highlighted the importance of the launch, noting that the Plan represents more than a policy milestone.
“This Plan is the articulation of a national commitment: that Belize will not be left behind in a world defined by connectivity, innovation, and rapid technological change,” he stated. “Digital connectivity is now a fundamental pillar of national development, as critical as electricity, as vital as transportation, and as influential as education.”
Key Priorities of the National Digital Infrastructure Plan
The Plan outlines the government’s strategic focus to reinforce Belize’s digital ecosystem through several priority areas, including:
- Expanding national broadband and telecommunications infrastructure
- Increasing network resilience and service reliability
- Promoting digital inclusion across urban and rural communities
- Fostering innovation and competitiveness within the digital economy
- Improving public services through efficiency, transparency, and citizen-centric design
IDB Reaffirms its Commitment to Belize’s Digital Future

Karla Gonzalez, the IDB’s representative to Belize, acknowledged the institution’s role in supporting digital transformation across the Caribbean and emphasized the country’s momentum.
“Belize is at a crucial moment in its journey toward digital transformation, driven by extraordinary potential,” she said. “Digital connectivity is essential for Belize’s progress, and this Plan positions the country to close gaps and empower every citizen and enterprise to thrive in a connected future.”
The workshop also served as an invitation for national actors to collaborate in the implementation phase by bringing technical expertise, coordination, and continued engagement.
Advancing National Development Through Digital Integration
With the release of the National Digital Infrastructure Plan, Belize reinforces its broader national agenda to modernize infrastructure, strengthen institutions, and expand opportunities for its citizens.
The Ministry continues to oversee essential services, including energy, utilities, telecommunications, digital infrastructure, logistics, and postal services, ensuring they remain modern, reliable, sustainable, and accessible.
The initiative is aligned with wider efforts across the Caribbean to strengthen digital infrastructure, harmonize regulatory frameworks, and promote regional digital integration that supports competitiveness and social inclusion.
